Phyllis J. (Eskew) Bulmer Amburn, 84, passed away on Monday, April 26, 2021 at Elmcroft of Muncie.

She was born in Richmond, Indiana on February 14, 1937, the daughter of Glen J. Eskew and Anna M. (Stanton) Filby.  Phyllis graduated from Fountain City High School and earned her Masters Degree from Ball State University.

Phyllis was a dedicated community servant.  She severed on several boards; Altrusa International of Muncie, Precinct Committee Precinct 6, UEA Board, Downtown Development Board, Homeowners Association & Rehabilitation, Police & Fire Merit Commission Board, and the committee for Muncie Days in Bradenton, FL.  She also belonged to the Ladies of the Moose, the Red Hat Society, and the American Business Women’s Association (ABWA). She attended both The Garden at Gethsemane United Methodist Church and Union Chapel Ministries.

Phyllis served as Deputy Mayor of Muncie under Daniel Canan.  Prior to being Deputy Mayor, she worked as a Supervisor at the Ball Corporation glass plant in Ashville, NC and was later promoted to Manager, Employee Relations for Ball Closure Plant in Muncie.  She retired from Alltrista in 2000 after 21 years of service. After leaving the office of Deputy Mayor she was named Governmental Liaison/Indiana for CanaRx Services Inc., a leading international Pharmacy Benefits Manager.

Survivors include her daughter, Terri Heston (Rick) of Yorktown; son, Greg Bulmer of Muncie; Granddaughter, Nikki Shockley of Yorktown; great-grandson, Gavin Olson of San Diego, California; three sisters, Glenna Thornburg of Utah, Thelma Spurgeon of Ohio, Roseann Filby of Ohio; and one brother, Vaughn Filby, Winchester.

She was preceded in death by her husband, Richard “Dick” Amburn, whom she married on February 5, 1987; two siblings, Joan Lundy and Vernie Filby; along with her parents.

Services will be 12:00 p.m. on Thursday, April 29, 2021 at The Meeks Mortuary and Crematory, Washington Street Chapel. A private burial will follow in Teegarden Cemetery, Union City, Ohio.

Family and friends may call from 10:00 a.m. until 12:00 p.m. on Thursday at the mortuary.
